If the objective is a Photo Card or the weekend Date menu, the Bath Soap route is the relevant one.
Complete the relationship and market prerequisites
First, raise an eligible candidate to eight hearts and complete the heart quest or event that opens the relationship choice. Choose Dating, not Best Friends, because NPC Studio's 0.14.0 notes make Dating status the prerequisite for weekend Dates. At least one character must have that status before the Date system and Elsie's tutorial become available.
Next, complete the Upgrade the Saturday Market questline so Wheedle appears at the Saturday Market.
